Financial Aid at Global Children’s Center

Global Children’s Center is committed to supporting families facing financial hardships or those unable to access government assistance. Our full-time team member, Naureen, specializes in voucher assistance and scholarship guidance, ensuring that families receive the support they need. She will walk you through the process of applying for financial aid from the State or County, helping your child attend our program at a reduced cost—or even for free. Naureen will provide all necessary resources, answer any questions about program registration, tuition, and scholarships, and ensure you have everything you need before the program begins.

Vouchers are scholarships given by the State or County to help families with childcare costs. The scholarship/voucher is a signed agreement between the State, Global Children’s Center, and the parent/guardian. In order to be eligible for assistance, you must meet the following requirements: 

 

  • Must be Maryland residents working, in an approved training program, or attending school. 

  • Both parents in a household must meet eligibility criteria if they reside together.

  • Applicants must fall within Child Care Scholarship Income Guidelines / Working Parents Assistance Income Guidelines and receive other government assistance such as TCA or SSI.

  • Proof of U.S. citizenship or legal residency for children applying for the scholarship is required (parents do not need to be citizens or legal residents). 

  • Documentation for all household members' identities must be provided.

 

You will need to provide proof of work/employment, income, identity, and address.

Please Note: Immigration status is not a requirement for parents or children to participate in the WPA program. However for the CCS program, the child must have proof of US citizenship or legal residency to qualify.

Determine which of the two options you are: â€‹â€‹

  • A statewide child care financial assistance program designed to help eligible families pay for quality child care and early education so parents can work, attend school, or participate in job training.​

Please note that the Child Care Scholarship Program has paused approvals for new families as of May 2025. If you apply and are deemed eligible for assistance, you will be placed on the waitlist.

 

Please don’t let this discourage you from applying! Children remain eligible for this assistance until the age of 13, and these programs are accepted county/statewide. This means that even if you move to a different program with the state in the future, you will still be able to use this assistance till they age out.

  • A child care subsidy program run by the Montgomery County Department of Health and Human Services that provides financial help with child care costs to low- and moderate-income families so parents/guardians can maintain employment or pursue education.

Frequently Asked Questions

 

Am I responsible for the annual registration fee? 

As per our policy, there is an annual $100 registration fee and a 2-week tuition deposit. Global Children’s Center waives the tuition deposit for children participating in the CCS and WPA program. CCS covers up to $100 of the registration fee. WPA does not cover the registration fee, the primary payer is responsible for submitting the registration fee payment prior to the start of care. 

 

I am waiting for my voucher to be approved. May my child(ren) start care? 

Your child is more than welcome to begin care. However, please be aware that your child will only be covered within the effective dates as stated on the scholarships. Any dates outside of the effective dates will fall on the account holder.

Example: Your child started on 3/17/2025, however your effective dates are from 04/01/2025 to 3/31/2026. You are responsible for the balance accrued from 3/17/2025 to 3/31/2025. 

 

My voucher application was denied. How can we proceed? 

In the case, you are denied and decide to withdraw your child from the program, the parent will be responsible for notifying the voucher department and for the balance accrued while your child was in our care. If the parent is unable to pay the full balance, they must reach out to our tuition team to discuss other options. Failure to pay the balance in full, will result in the account being referred to collections. 

 

  • Please note that failure to officially withdraw from the program will result in the parent paying the full balance owed until officially withdrawn. We are a contract based program, you will be charged regardless of whether the child is attending or not.

Why do I have a balance on my account? 

The Child Care Scholarship (CCS) Program only covers care within the approved scholarship dates. Any care provided outside of those dates is the responsibility of the primary account holder.

The Working Parents Assistance (WPA) Program pays only the amount listed on your voucher. Any remaining balance is the responsibility of the primary account holder.

All balances must be paid in full by the end of the school year. Unpaid balances may be referred to collections.

CCS and WPA do not cover fees outside of regular care, including late pick-ups, donations, or special events.​​​​​​​​​​​​​​​​​​​​​

Other Key Notes: 

  • The Child Care Scholarship program requires families to log into their portal every two weeks to validate their child(ren) attendance. Failure to do so by the deadline will result in automatic voucher termination. 

  • If your child is marked absent for two consecutive weeks, we reserve the right to terminate the scholarship. As of November 2024, we are required to submit End Scholarship forms for children who have not attended the program for 10 days. 

  • CCS processes payments on the 1st and 15th of every month. Additional/missing payments are processed via the true-up advanced payment system. It may take up to two or more weeks for your child to receive payments depending on when the scholarship was received. 

  • Any and all overpayments that result in a credit balance on the account will be returned to CCS at the withdrawal of the program.
